Controls.dat is a project started by Kevin Jonas (SirPoonga) with the help of Howard Casto. This project was started to accurately document the controls and button labels of the arcade control panels from the games in M.A.M.E.. The goal of this project to compensate for the inaccuracies M.A.M.E. outputs in it's documentation.

The goal of this project to compensate for the inaccuracies M.A.M.E. outputs in it's documentation.  Also the project allows software to filter based on specific controls.  Such as in M.A.M.E. dial can be anything from a spinner to a 360 degree steering wheel.  Controls.dat creates a higher resolution of control types so one could filter out just the 360 degree wheel games.
